Yep, certain links like this one broke during the upgrade from ancient
mediawiki. I've tried to figure out how to fix it but failed. As it is
only a couple of pages I'm not planning to waste more time looking at
it.
I could just save it under different name, but I don't know if it's
possible to remove the old one without the apostrophe. I'd try fixing
it on another level than just the web interface but I don't have access
there. I also can't see what links there in order to fix the pointers
to that page.
For the time being I modified the link in the troubleshooting guide to
link to a new page and copy-pasted the content of the original one there:
