Then you need to build the qemu-ga from the sources.
FWIW, I recently started publishing newer win32 builds of qemu-ga here:
https://github.com/mdroth/qemu/releases
The one shipping with Fedora virtio-win is based on RHEL6 QEMU sources I think.
