When can this happen? Does libvirt support cpu hotplug?
Libvirt - yes, via virDomainSetVcpusFlags and similar API. Hypervisors
- different story. Xen supports it, and at one point, qemu used to, but
the qemu implementation was so buggy that current qemu does not support
cpu hotplug.
