[RFC PATCH 15/43] virQEMUCapsInitQMPVersionCaps: Remove unneeded version checks
Now that minimum supported qemu version is 2.11, we can remove the
conditions.
Note that the check enabling QEMU_CAPS_TCG was for < 2.10.
