[libvirt] [PATCH 0/4 0/1 0/1 V2] Add new public API virDomainGetPcpusUsage() and pcpuinfo command in virsh

"virt-top -1" can call virDomainGetPcpusUsage() periodically and get the CPU activities per CPU.
