[libvirt] [test-API][PATCH] Add test case of set vcpus with flags

Use setVcpusFlags API to set domain vcpu with flags, domain could be active or not. Flags could be '0', 'live', 'config', 'maximum' and their combinations, use '|' between flags for combinations. A sample conf file also added.
