even though they only read from it.

New subject: [libvirt] [PATCH 2/5] util: Introduce virPCIDeviceConfigOpenWrite
Only a handful of function need write access to the PCI config
space. Create a wrapper function for those so that we can
open it read only by default.

FYI this patch broke make check, both virpcitest and virhostdevtest.
Actually it's the previous patch according to my bisection and it
happens only with gcc. Clang works fine. This hints to some inlining
weridness happening together with the pci mocking code.
