I reckon I can't just use an IPv6 address in the 'IP' attribute?
Yes you can. Look at https://libvirt.org/formatnetwork.html, try doing
that and it will properly generate the config file for dnsmasq. My
network XML starts with <network ipv6='yes'> though.
