I got some resource as follow:

configure: error: You must install device-mapper-devel/libdevmapper
>= 1.0.0 to compile libvirt
I think this only one error is found. The libvirt depends on a lot of other
libs,it will be find more similar errors. So, how to create a friendly
environment to compile and install libvirt on ARM64 ?
Using the sample filesystems from Linaro isn't really going to be a viable
strategy. While they're ok for people working on enablement / testing of
the basic hardware / low level OS, they're not going to be complete enough
for building non-trivial applications like libvirt. You're going to need
a full OS like Fedora, but that's still only in POC stage for AArch64
