Factor out vcpus virDomainResctrlDef update from
virDomainCachetuneDefParse and introduce virDomainUpdateResctrl.
virDomainUpdateResctrl will format vcpus string and update
virDomainResctrlDef in virDomainDefPtr. So that this logic can
be reusable.
