The whole idea of VIR_DOMAIN_NUMATUNE_MEM_RESTRICTIVE is that the
memory location is restricted only via CGroups and thus can be
changed on the fly (which is exactly what
qemuDomainSetNumaParamsLive() does. Allow this mode there then.
